Had to cancel a reservation made in January because my father passed in February. Said on the site and by cancelation that it was free if canceled before June 26th... but they made me pay 400 to cancel. Is this normal??

The answer would be "no". If it's really free "cancellation before June 26", then you should not have been charged and any deposit should have been refunded. I've cancelled a fair bit of bookings with, e.g. Expedia or Booking.com and that's exactly what happened

I can't really tell what exactly went wrong in your case since pretty much all relevant detail is missing from your question. What would be good to add

Who booked
What was booked (car, flight,hotel, package, etc) with which provider
What are the exact cancellation terms in the booking confirmation (take a screen shot)
How did you cancel, what exactly happened during the cancellation process, whom did you communicate with and what did they say ?
