Do EU citizens need ETA to visit Gibraltar?

Since April 2025, European Union (EU) citizens have needed an Electronic Travel Authorisation (ETA) to visit the United Kingdom (UK).

Does this also apply to Gibraltar, or are there any special agreements covering movement of EU citizens across the border between Spain and Gibraltar?

Wikivoyage mentions that "If you do not need a visa to visit the United Kingdom, you may also visit Gibraltar without a visa.", but does not mention the need of ETA either way. BBC News reported in June 2025 that Spanish citizens can cross using a government ID card, but does not mention other EU citizens, although it does state the would be "[no] need for checks on people (...) crossing the border" whenever the agreement takes effect in the future. The Visit Gibraltar website links to https://www.gibraltarborder.gi/visa, but that website is not loading due to a "Secure connection failed" error (the same website also recommends a train that hasn't run for a decade, so it looks like it hasn't been updated since before Brexit). http://www.gibraltarborder.gi/visa does work and states that (for example) Dutch passport holders do not need a visa (presumably the same applies to all other EU countries, but I did not check). The lack of a passport need ("Persons of all ages, including children of any age, require either a passport or a national ID card.") might imply there is no need for an ETA, but I would prefer an explicit statement on ETA needs in case this information is out of date.

If you did get through, it would ask for the nationality of your passport. It would provide links for enquiries about residence and employment, and then seems at first glance to divide the world into four types of countries:

• EU, EEA and Switzerland saying "You don't need a visa to come to Gibraltar. You may enter Gibraltar with either your passport or your national identity card."
• Many countries, including UK, United States, Panama and Gibraltar(!) saying "You don't need a visa to come to Gibraltar. Entry is for tourism purposes only, with no rights to receive public funds or rights to reside in Gibraltar."
• Many other countries including the Russian Federation and Colombia saying "You will need a visa to come to Gibraltar, unless you are in any of these exempt groups" and the list of exemptions includes persons holding EU residence as a family member of an EU national, people with a UK multiple entry visa or ILR or BRP subject to some details
• A select few countries who will also need a visa but with additional exemptions including "Nationals or citizens of Morocco, the People's Republic of China, Mongolia or India who are holders of multiple entry Schengen visas with a minimum remaining validity of 7 days on the date of departure. Such persons are only allowed to enter Gibraltar for a maximum period of 21 days. Entry is only permitted to persons who hold a Schengen visa affixed in their current passport, a residence permit is not accepted. Entry with Schengen is for tourism purposes only and the person may not engage in any paid or unpaid work." and "Those nationals or citizens of People Republic of China, Indonesia, Vietnam, South Africa or Turkey who hold Diplomatic Passport issued by their respective states when travelling to Gibraltar for the purpose of an official or tourist visit."

There is no mention or suggestion of an ETA/ETIAS system, though it is possible that might change in the future.
